While the United States remains nominally at peace with its global competitors, a war rages in cyberspace. China, Russia, and Iran sponsor battalions of hackers to carry out malware attacks and cyberespionage. Looking to the example of the Russia-Ukraine war, experts agree that cyberattacks are now a crucial front in any future conventional war. Although America relies on many private companies for its critical infrastructure, cyber threats do not discriminate between state and non-state targets. How can the public and private sector partner to defeat these threats? What innovations are necessary to get ahead in the digital arms race?
Dr. Adam Segal is the Ira A. Lipman Chair in emerging technologies and national security and Director of the Digital and Cyberspace Policy program at the Council on Foreign Relations. Glenn Gerstell served as the General Counsel of the National Security Agency from 2015 to 2020 and received their Distinguished Civilian Service Medal.
